As it seems people are complaining they dont have enough try to collect every 30 mins From your Well .

For the water tower quest: 

When doing this quest so you do NOT waste your water on the water tower study do not buy click no thanks , do NOT change your ground just click the first sandy coloured one "wild west" it will not cost you water I hope that helps

try not to use your oil for it if you dont have much as you will need it later.
